    Trump says U.S. oil companies will invest billions in Venezuela

    President Donald Trump made clear Saturday that U.S. investment in oil-rich Venezuela’s energy sector is a central objective of the regime change operation that ousted President Nicolas Maduro.

    “We’re going to have our very large United States oil companies — the biggest anywhere in the world — go in, spend billions of dollars, fix the badly broken infrastructure, the oil infrastructure,” Trump said in a press conference from his Mar-a-Lago residence in Palm Beach, Florida.

    “Let’s start making money for the country,” Trump said.

    Venezuela, a founding member of OPEC, sits on the largest proven oil reserves in the world at 303 billion barrels or 17% of global reserves, according to the U.S. Energy Information Administration.

    Chevron is the only major U.S. oil company operating in the South American nation. It exported about 140,000 barrels per day in the fourth quarter of 2025, according to data from energy consulting firm Kpler.

    U.S. forces captured Maduro and his wife, Cilia Flores, in a large-scale attack on the South American nation overnight. They have been indicted on drug-trafficking charges in the Southern District of New York.

    Chevron said in a statement that it “remains focused on the safety and wellbeing of our employees, as well as the integrity of our assets.”

    “We continue to operate in full compliance with all relevant laws and regulations,” the oil major said. CNBC has reached out to Exxon Mobil for further comment.

    Trump said the U.S. will “run the country until such time as we can do a safe, proper and judicious transition.” The president said the U.S. will temporarily run Venezuela “with a group,” without providing details.

    The overthrow of Maduro comes after a monthslong U.S. military buildup in the Caribbean. Trump said the embargo he imposed on Venezuelan oil “remains in full effect.”

    The president said oil companies will pay directly for the cost of rebuilding Venezuela’s crude infrastructure. “They will be reimbursed for what they’re doing,” Trump said.

    “We’re going to get the oil flowing the way it should be,” he said. “We’ll be selling large amounts of oil to other countries, many of whom are using it now, but I would say many more will come,” he said.

    Venezuela nationalized its oil industry in 1976, seizing assets from international oil majors to create the state-owned Petróleos de Venezuela S.A. (PDVSA).

    Venezuela’s production peaked at 3.5 million barrels per day in the late 1990s, but has declined significantly since then, said Matt Smith, oil analyst at Kpler.

    The country’s current production stands at around 800,000 barrels per day, according to Kpler data. Comparatively, for the week of Dec. 26, the U.S. produced around 13.8 million barrels per day.

    China and Russia have a presence in Venezuela’s oil sector, said Andy Lipow, president of Lipow Oil Associates. The Maduro regime in November approved a 15-year extension of joint ventures with Russian-linked companies operating fields in Venezuela, Lipow said.

    Lipow said Venezuela’s oil exports could come to a complete halt since it is unclear who is in charge in the capital city of Caracas, with buyers likely unsure to whom they should send money. Chevron will likely continuing exporting, mitigating any supply impact, Lipow said.

    “I do wonder about the security (or lack thereof) situation on the ground and how it could impact oil production facilities, infrastructure, and exports,” the analyst said in a Saturday note to clients.

    Kpler analyst Smith said an oversupplied oil market “will help cushion the blow of any further supply disruptions.”

    The oil market in 2025 posted its biggest annual decline in five years. Global benchmark Brent fell about 19% last year, while U.S. crude oil lost nearly 20%. The market has been under pressure as OPEC+ ramped up production after years of output cuts. The U.S. has also produced at record levels.
